A retired Army Major General, Boe is an in-demand speaker on issues of strategy, innovation, and national security and a consultant to organizations seeking assistance with business strategy, transformation, business capture, innovation, leadership, and for help in penetrating the obscure DoD marketplace. Ranger and Airborne trained, he led a battalion in combat and was handpicked to stand up the Army’s premier Innovation Command. He has served as Founder/CEO/COO to five private sector organizations, is a Limited Partner venture investor and a seasoned Board Advisor in the technology and retail space.
Boe has a Bachelor of Arts in Economics from Davidson College and a Master of Business Administration, from Goizueta Business School, Emory University. He also has a Master of Strategic Study from the Army War College, the Army’s premier strategic level leadership course.

Dr. Don Bialek brings to our team a rate and unmatched breadth and depth of knowledge in clinical operations, clinical management, and medical informatics as well as a crucial physician’s perspective to our healthcare and health related products. During more than 30 years in the healthcare industry, he has held a variety of strategic, operational, and consulting roles in community medical practices, academic medical centers, teaching hospitals, physician groups, health plans, and life science companies. He built and led two national physician groups serving both hospital-based and primary-care practices and demonstrated extraordinary business acumen in merging operations, introducing new processes and technologies to physicians, and building consensus for change and transformation. Dr. Bialek has spent a significant part of his career both in and working with academic medical centers and universities, participating in all three aspects of the enterprise including clinical care, teaching, and research.
Don has an MD from the University of Minnesota, a Master of Public Health from Harvard School of Public Health, a BS from the University of Maryland and was a Fellow in Medical Informatics (NIH Appointment), at the combined program at Harvard Medical School / Massachusetts Institute of Technology. Brad Perkins serves as the President of EZ-A Consulting, LLC, a strategic alliance partner with Peacemaker Partners, LLC. Brad brings more than thirty-seven years’ experience in improving organizations, programs, and increasing sales for companies. His expertise in DoD business development, program management and development of strategic plans from the identification and qualification of opportunities, as well as captures of significant contracts and delivery orders to accomplish substantial annual growth and profitability is virtually unmatched.
In the past three years, Brad has personally secured seven of eleven submissions for clients under the Countering Weapons of Mass Destruction – Other Transactions Agreement (CWMD-OTA) consortium. He directly led the capture plans and proposal efforts for four companies’ simultaneous wins of prime contacts for the Joint Enterprise-Research Development Acquisition and Procurement worth $8.27 Billion each.
In addition, Brad has twenty-one years direct experience in international traffic in arms regulations (ITAR) compliance, export licensing, military materiel exports, and international business development and international captures in the markets of Korea, Japan, Taiwan, Malaysia, Bahrain, Kuwait, Uzbekistan, UAE, and Singapore. Brad has worked in project and program management for multiple large defense contractors such as Textron, SAIC, and Northrop Grumman.
Brad has an MBA from Regis University, studied as a Post Graduate Fellow at the Oak Ridge Institute for Science and Education, and has a BS in Chemistry from Davidson College. He is a graduate of Army Ranger School, an Army battalion commander, was an instructor at the Army’s Command and General Staff College and retired as a Lieutenant Colonel in the Army Reserve.

He was meritoriously promoted four times as an enlisted service member and received his commission under the Marine Corps Enlisted Commissioning Education Program (MECEP), a commissioning program for specifically selected active duty, enlisted Marines leading to a baccalaureate degree and a commission in the United States Marine Corps.
His government service has afforded the opportunity to serve in all Combatant Commands, 50+ US Embassies, with a variety of partner nation defense organizations and militaries, international organizations and institutions including the UN, various NGOs, and humanitarian organizations in combat, non-combat, and humanitarian missions. He recently retired as a full Colonel from the Army Reserve where he worked with the Army Modernization Enterprise and DoD innovation ecosystem.
Randy is an accomplished leader and entrepreneur with more than 30 years of experience in applied materials science research, business development, scientific consulting, academic research, and military leadership. He draws from a balanced combination of technical scientific expertise and broad leadership experience to build high-performing teams while developing innovative solutions to complex strategic, operational, business, and technological problems.
